Fast-Tracking Tidal Projects
Maine and the federal government often don't see eye-to-eye on projects affecting the state, but today Governor John Baldacci and the Federal Energy Regulatory Commission signed a memorandum that aims to facilitate the review of tidal projects. The first such agreement on the East Coast (similar memos have been signed in Washington and Oregon), it requires each party to notify the other of any pending applications relating to tidal power. Perhaps most importantly, it also forces Maine to act within sixty days on any "application for water quality certification for a demonstration hydrokinetic tidal project." Asking for such a speedy turnaround, coupled with the other requirements within the memo, certainly makes it sound like a fast-tracked tidal project may be operating in Maine sooner than we expect.
